Former Diplomat | Associate Professor

Dr. Louay Alyaqoubi is a scholar-practitioner at the intersection of Public International Law, Diplomacy, and Global Economics. With a career spanning high-level government service and private legal practice, he currently serves as Of Counsel at THE LAM LAW LLC in Vietnam, where he advises foreign investors on corporate governance, market entry frameworks, and regulatory compliance. A former diplomat, Dr. Alyaqoubi served as the Director of ASEAN Relations for the Syrian Ministry of Foreign Affairs (2021–2025), where he managed strategic bilateral interests and economic relations across Southeast Asia. Prior to this, he served as a Diplomatic Translator for the Prime Minister’s Department of Malaysia (2015–2018), tasked with interpreting high-level state decrees and international correspondence. Dr. Alyaqoubi holds a Bachelor of International Law and a Ph.D. in Business Administration (Accelerated Track) from Damascus University. His academic tenure includes serving as an Associate Professor of Economics and HRM, with research focused on the regulatory frameworks of the Halal Industry and Institutional Safeguarding Policy. He is currently based in Ho Chi Minh City, acting as a strategic legal bridge between the Middle East and Southeast Asian markets.
